Der Dienstleistungssektor in Nordostdeutschland. Entwicklungsproblem oder Zukunftschance?

Der Tertiärbereich wird heute häufig als wirtschaftspolitischer Ansatzpunkt für die Lösung aller Strukturprobleme Deutschlands gesehen. Dies gilt auch und besonders für den Nordosten Deutschlands. Hier kumulieren jedoch besondere Entwicklungsprobleme, die einen langfristigen Strukturwandel und seine mit ihm verbundenen Anpassungsprobleme zusätzlich verschärfen. Mit diesem Band werden weiterführende Ergebnisse einer Arbeitsgruppe der Landesarbeitsgemeinschaft Berlin/Brandenburg/Mecklenburg-Vorpommern zum Tertiarisierungsprozess im Nordosten Deutschlands vorgelegt: 

• Zunächst werden die vorhandenen theoretischen Argumentationslinien zum generellen Prozess der Tertiarisierung und seine raumstrukturellen Folgen für die Regionen Nordostdeutschlands dargestellt.
• Dem folgen empirisch fundierte Beschreibungen wichtiger Rahmenbedingungen und Trends der Bevölkerungs- und Wirtschaftsentwicklung in den Ländern und Regionen Nordostdeutschlands.
• Die sich anschließenden Beispiele von sektoral- und regionalspezifischen Analysen vertiefen Einzelaspekte im Hinblick auf die Potentiale und Entwicklungshemmnisse, die für eine dienstleistungsorientierte Entwicklungspolitik bedeutsam sind.
• Zum Schluss werden zusammenfassend Erfahrungen der bisherigen raumbezogenen Steuerung des Tertiarisierungsprozesses und Vorschläge für eine neue Konzeption der Regionalentwicklung im Nordosten Deutschlands vorgestellt.

Today, the tertiary sector is often regarded as an economic-political starting point for the solution of all structural problems in Germany. This applies also and in particular to the North-East of Germany. However specific development problems, which further intensify a long-term structural change and the related adaptation difficulties, are accumulating in this area. This volume presents the further results of a work group of the working committee of the states of Berlin/Brandenburg/Mecklenburg-Western Pomerania with regard to the tertiarisation process in North-Eastern Germany:

• First, the existing theoretical argumentation lines are explained with regard to the general process of tertiarisation and its space-structural consequences for the regions of North-Eastern Germany.
• This is followed by empirical funded descriptions of important basic conditions and trends of the population and economic development in the states and regions of North-Eastern Germany.
• The following examples of sectoral and regional specific analyses focus on individual aspects with regard to potentialities and development barriers, which are important for service-oriented development politics.
• Finally, the experience of the previous space-related control of the tertiarisation process and suggestions for a new conception of the regional development in North-Eastern Germany are presented in summary.
