Integration landwirtschaftlicher Funktionen in die Raumplanung

Der anhaltende Strukturwandel in der Landwirtschaft und die spezifische Problematik der Intensivtierhaltung werfen regionale Entwicklungs- und Planungsprobleme auf, die vor allem in Niedersachsen eine kontroverse Diskussion über den Einsatz steuernder Instrumente und die Rolle der Raumordnung und Bauleitplanung auslöste. Die LAG Nordwest der ARL nahm diese Diskussion zum Anlass, im Rahmen einer Arbeitgruppe praxisorientierte Handlungsempfehlungen für eine bessere Integration landwirtschaftlicher Funktionen in die Raumplanung zu erarbeiten und mit geeigneten Modellen die Lösung konkreter Nutzungskonflikte zu unterstützen. Die Arbeitsgruppe konzentrierte sich ausgehend von vorliegenden Gutachten, Untersuchungen und aktuellen Problemkonstellationen in der Planungspraxis auf die zwei Aufgabenfelder der Raumplanung Schutz landwirtschaftlicher Raumfunktionen im Kontext nachhaltiger Regionalentwicklung, Schutz von Raumfunktionen vor Beeinträchtigungen durch Intensivtierhaltung. Das vorliegende Arbeitsmaterial thematisiert unter dem Leitgedanken der Nachhaltigkeit aus beiden Aufgabenfeldern Konflikte in der Ressourcennutzung und Probleme bei der Ermittlung, Konkretisierung und Abwägung von Raumfunktionen und Flächennutzungsbelangen in der Planungspraxis. Nach einer Einführung in die Themenstellung (Kapitel I) werden Ansätze vorgestellt, die geeignet sind, die Integration landwirtschaftlicher Funktionen in die räumliche Planung, insbesondere die Regionalplanung, zu verbessern (Kapitel II). Die daraus gewonnenen Erkenntnisse sind abschließend zu praxisorientierten Handlungsempfehlungen zusammengefasst.

The ongoing process of restructuring in the agricultural sector, and in particular the specific problems associated with intensive animal husbandry, pose problems for regional development and planning. Lower Saxony is especially affected; here this process has unleashed a controversial discussion on the use of steering instruments and the role of both comprehensive spatial planning (Raumordnung) and of local urban-development planning (Bauleitplanung). Against the background of this discussion, the ARL’s LAG Nordwest set up a working-group charged with drawing up practical recommendations for action towards improving the integration of agricultural functions within spatial planning, and, secondly, to devise models capable of providing solutions for resolving actual conflicts over use. Taking existing expert reports, studies and current problem constellations as its point of departure, the working-group focused on two key tasks of spatial planning: the protection of agricultural land functions in the context of sustainable regional development; and protecting spatial functions from the impairments associated with intensive animal husbandry. Under the watchword of sustainability, this collection of working materials focuses on conflicts in both areas with regard to the use of resources, and on problems associa-ted with assessing, specifying and weighing spatial functions and other concerns of land-use planning in planning practice. A general introduction to the topic (Chapter I) is followed by outlines of a number of approaches considered suitable for improving the integration of agricultural functions into spatial planning, and particularly into regional planning (Chapter II). In the final section, the conclusions of the working-group are condensed into a set of practical proposals for action.
