Raumordnung und Medien. 24. Seminar für Landes- und Regionalplaner in Bayern

Raumordnung und Medien, sprich die Öffentlichkeitsarbeit der Raumordnung, ist ein kompliziertes und in der Praxis wenig behandeltes Thema. Die Beziehung der Raumordnung zu den Medien gestaltet sich aus vielerlei Gründen schwierig. Als komplexe Materie mit strategisch-konzeptioneller Anlage und zukunftsgerichtet von der Tagungspolitik losgelöst, kommt sie nur sehr schwer an, werden aktuelle Ereignisse, die sofort nachvollziehbar sind, vorgezogen. Hinzu kommt, dass Planung durch die Koordinationsaufgabe eine einseitige Zuspitzung nicht erlaubt. In diesem Spannungsfeld muss sich der Planer ein 'Standing' verschaffen und pflegen. Dazu ist es angebracht, dafür zu schulen und sofern möglich auch einen Raumordner in persona für die Medienaufgabe (Informationsangebot, Medienpflege und gegebenenfalls Richtigstellungen) zu berufen.

Spatial planning and the media, that is the public relations aspect of spatial planning, is a complex topic and one which in practice is not often tackled. The relationship between spatial planning and the media is for many reasons a difficult one. At a time when the media prioritises events and affairs which are immediately comprehensible, it is difficult to get across the complex subject matter of planning, which is by its nature strategic and conceptual, as well as being future-oriented and detached from conference policy. In addition, the co-ordination element of planning means that a straightforward, one-sided argument cannot be presented. Within this arena planners must establish and maintain an ability to assert themselves. For this reason it is important to provide media training and, whenever possible, to appoint a planner to undertake media work (providing information, maintaining media relations and, where necessary, giving corrections and clarifications).
